Inspired by Fabrizio's improvements to the website/store/store-view display (http://www.fabrizio-branca.de/magento-website-store-groups-store-views.html), the confusing list of catalog price rules came to mind.
Caught up in Fabrizio's enthusiasm, I sat down and developed a Magento module.
The module replaces the grid under "Promotions -> Catalog Price Rules" and removes the pager. All rules are now displayed on one page.
I also replaced the simple list with grouping by website. If a rule is used on more than one website, it is listed under each assigned website.
All rules are sorted by priority. If a rule is disabled or has expired based on its date, its name is crossed out.

Once the package has been approved by Magento, it will of course also be available through Connect.
